The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Accepting a Quitclaim of Existing City Easements Related to the Improvement of Tract Map No. 37389-6, PA 9A Within the Atwell Specific Plan

 
Recommendation:

Staff recommends that the City Council accept a quitclaim of existing easements from Tri Pointe Homes for electric utility purposes for Tract Map No. 37389-6, PA 9A within the Atwell development for the maintenance of the City-owned electric distribution system.

6.13

Consideration of Second Reading and Adoption of Ordinance 1610, Adopting the Fire Hazard Severity Zones within the City of Banning Based on Maps Provided by the California Department of Forestry and Fire Protection by Amending the Banning Municipal Code Section 8.16.020 and Chapter 15.28

 
Recommendation:

Waive the second reading of the text in its entirety, read by title only, and adopt Ordinance 1610:

Ramsey Street, East of N. Hathaway Street and Bisected by Wilson Street ("Project Site") and a Tentative Parcel Map Application, Case TPM 38576, for the Subdivision of the 131.28-acre Project Site into Three Numbered Lots for Private Development Improvements and Four Lettered Lots for Right-of-Way and Other Improvements; (2) Resolution 2025-107, Certifying the Environmental Impact Report (SCH No. 2022090102), Adopting Findings and a Statement of Overriding Considerations, and Adopting a Mitigation Monitoring and Reporting Program for the Banning Commerce Center Project Consisting of a 1,320,284-Square Foot Industrial Warehouse Building on 131.28-acres of Land Located on the Project Site; and (3) Introduction and First Reading of Ordinance 1611, Approving a Development Agreement By and Between the City of Banning and JDJN Enterprises, LLC, a Missouri Limited Liability Corporation

Consideration of Resolution 2025-111, Authorizing a Property Rental Agreement for the Wanderlust Pop-Up Food Truck Festival through December 27, 2025, the Extension of the Event's Temporary Use Permit (TUP) and the Continued Waiver of Certain Fees Associated with Event

 

 
Recommendation:

To guide the City’s decision-making, staff recommends the City Council consider the following two primary options:

  • Option 1: Authorize approvals for extending event on Sundays through December 2025 (or July 2026) at 150 E. Ramsey Street, require Applicant cover sanitary costs, and waive fire inspection fees
  • Option 2: Authorize approvals for the event as an annual seasonal Summer event from the first Sunday in June through the last Sunday in August at 150 E. Ramsey Street

 

Provide direction on responsibility of sanitation for event, including possibility of City constructing a porta-potty enclosure and continue covering sanitation services through 2027, with annual Council review.

Consideration of Resolution 2025-97, Authorizing the Budget Appropriation for Lease Payments on Motorola Radios, Purchased Under Prior Resolution 2024-22, in an Amount Not to Exceed $641,560.80

Consideration of Resolution No. 2025-112 to Approve Budget Appropriation to fund the SWAG contract

 
Recommendation:

Approve Appropriation for SWAG contract in the amount of $48,502/month for a not to exceed total of $582,024 for FY2026 from the General Fund.
